Beidou’s "Three Steps" Development Strategy Successfully Completed, Entering a New Era of Global Services

  CCTV News:On August 3, the State Council Information Office held a press conference on the completion and opening of the Beidou-3 global satellite navigation system. At the press conference, Ran Chengqi, director of the China Satellite Navigation System Management Office and spokesperson for the Beidou satellite navigation system, said that on July 31, the Supreme Leader General Secretary announced to the world the official opening of the Beidou-3 global satellite navigation system, marking the successful completion of the "three-step" development strategy of Beidou and the entry of Beidou into a new era of global services.

  Ran Chengqi introduced the relevant situation from four aspects:

  First, the construction of the project was completed half a year ahead of schedule, highlighting the speed of China

  Tackling difficulties and ending perfectly. Beidou-3 started construction in November 2009. Over the past 10 years, the project has gone through five stages: key technology research, experimental satellite engineering, simplest system, basic system, and complete system. The global constellation deployment was completed half a year ahead of schedule, and the whole system service was opened. It was opened immediately after completion and opened immediately after service, and the project construction made great achievements. The first is to overcome key core technologies and achieve self-control. More than 300,000 scientific and technological personnel from more than 400 units have pooled their wisdom to tackle key problems, conquer more than 160 key core technologies such as inter-satellite links and high-precision atomic clocks, break through the localization of more than 500 kinds of equipment components, and achieve 100% localization rate of Beidou-3 satellite core components. The second is to give full play to the advantages of the national system and complete the network efficiently. Strengthen centralized and unified leadership, strengthen the overall project and the two general research and development teams, take the overall, technology, quality, and progress as the standards, and innovate the research and construction system. The single-satellite development cycle is shortened by a quarter, the launch vehicle assembly cycle is shortened by a third, and the satellite network access cycle is shortened by three quarters. Build and form a risk analysis and control guarantee chain, launch without hidden dangers, and go to the sky without doubts. Since November 2017, 18 arrows and 30 stars have been launched at high density in two and a half years, and more than 40 ground stations have been built, quickly forming the integrated operation capability of satellite and ground. Especially in the face of the COVID-19 pandemic impact and the risk of the quality situation in the aerospace field since the beginning of the year, the whole line of the project has paid close attention to the organization and implementation of tasks, the review of product quality, and the prevention and control of mission risks.

  Second, the system has powerful functions and first-class performance, demonstrating Chinese quality

  Pursue excellence and be world-class. The construction goal is to benchmark against the international, iterative upgrades, and incremental projects are implemented, and the functional performance indicators reach the world-class. First, the system is powerful. Beidou-3 has two major functions of navigation and positioning and communication data transmission. It can provide positioning and navigation timing, global short message communication, regional short message communication, international search and rescue, satellite-based enhancement, ground-based enhancement, and precision single-point positioning. It is a powerful global satellite navigation system. Second, the performance indicators are advanced. The global positioning accuracy is better than 10 meters, the speed measurement accuracy is better than 0.2 meters/second, the timing accuracy is better than 20 nanoseconds, and the service availability is better than 99%. The performance in the Asia-Pacific region is better.

  The short message communication service has been upgraded and expanded, and the regional communication capacity has reached 14,000 bits (1000 Chinese characters) each time, which can not only transmit text, but also transmit voice and pictures, and support 560 bits (40 Chinese characters) each time. The satellite-based enhancement service has a type of vertical guided approach (APV-I) capability, filling the gap of satellite-based enhancement services in our country. The detection probability of the international search and rescue service is better than 99%, and it has the characteristic ability of return link confirmation, which significantly enhances the survival confidence of the people in distress. In addition, the ground-based enhancement and precision single-point positioning can also provide the highest centimeter-level positioning service.

  Today (August 3), on the basis of the relevant documents that have been released in the previous period, we will release the interface control documents for five types of services: Positioning Navigation Timing (B2b), Satellite-Based Enhancement (BDSBAS-B1C), Ground-Based Enhancement, Precision Single Point Positioning (PPP-B2b), and International Search and Rescue. The official website of Beidou will be launched simultaneously. The interface control files for regional short message communication and global short message communication services will be released in a targeted manner. So far, the interface control files released by Beidou system have covered all seven types of services.

  III. Remarkable and fruitful results in comprehensive benefits, condensing Chinese wisdom

  The first is the heavy weapon of the country, which benefits the country and benefits the people. The Beidou system has fully served the transportation, public safety, disaster relief and mitigation, agriculture, forestry, animal husbandry and fishery, urban governance and other industries, and integrated into the core national infrastructure buildings such as power, finance, and communications. The 28nm process chip has been mass-produced, and the 22nm process chip will be mass-produced soon. Most smartphones support Beidou functions, and mobile phones that support Beidou foundation-based enhanced high-precision applications have been listed. Build a complete industrial chain integrating chips, modules, boards, end points and operation services. In the past 10 years, the overall output value of our country’s satellite navigation and location-based service industry has increased by more than 20% annually. It will reach 345 billion yuan in 2019 and is expected to exceed 400 billion yuan in 2020. Beidou has been applied in China-Europe train transportation, Beijing-Zhangjiakou high-speed rail construction and operation, civil aviation, etc. The high-precision service based on Beidou has played an active role in combating the COVID-19 pandemic and floods in the south. It is accelerating its entry into new infrastructure and is deeply integrated with new technologies such as new generation communication, blockchain, Internet of Things, artificial intelligence, etc. New models, new business formats, and new economies of Beidou applications continue to emerge.

  The second is China’s Beidou, the world’s Beidou. Beidou is already one of the four major global satellite navigation systems recognized by the United Nations. The compatibility and interoperability of satellite navigation systems with the United States, Russia and the European Union and the cooperation between systems continue to deepen. It has successively entered civil aviation, maritime, search and rescue satellites, mobile communications and other international organizations, and many international standards supporting Beidou systems have been released. Successfully held the China-Arab Beidou Cooperation Forum and the China-Central Asia Beidou Cooperation Forum, built the first overseas Beidou center in Tunisia, and won the bidding for the Algerian ground-based enhancement network project. At the ninth ministerial meeting of the China-Arab States Cooperation Forum, China and Arab States agreed to continue to promote in-depth cooperation. At present, Beidou-related products have been exported to more than 120 countries and regions, providing services to more than 100 million users. Beidou-based land surveying and mapping, precision agriculture, digital construction, and smart ports have been successfully applied in ASEAN, South Asia, Eastern Europe, West Asia, and Africa.

  IV. Create a comprehensive positioning and navigation timing system to continue China’s creation

  Adhering to the development concept of "China’s Beidou, the world’s Beidou, and the first-class Beidou", and vigorously promoting the Beidou spirit of "independent innovation, open integration, unity of mind, and pursuit of excellence" in the new era, a more ubiquitous, more integrated, and more intelligent national comprehensive positioning and navigation timing system will be built by 2035, providing core support for future intelligent and unmanned development, continuously promoting system upgrades, integrating new generation communication, low-orbit augmentation, and other emerging technologies, vigorously developing new quality capabilities such as quantum navigation, all-source navigation, and micro-PNT, and building a space-time information service infrastructure that covers the sky, the sea, unified benchmarks, high precision, high intelligence, high security, and high efficiency.
